(ii) The number of seats to be filled on the
basis of open merit shall be determined in the
following manner.
(a)
If the number of seats is 3 or less, then none.
(b)
If the number of seats is 4 or more then 7% of
the seats in each category of the courses, but
not less than one.
(iii)
Only the wards of the following categories of the
employees as well as candidates belonging to
Scheduled Tribes who are residents of Lakshadweep
shall be considered for selection on the basis of
open merit:
(a)
Eligible candidates in the category of Scheduled
Tribes who are natives of Lakshadweep.
(b)
Wards of the employees of Lakshadweep
Administration and wards of employees of such
organization which are working under Lakshadweep
Administration provided that such wards should
have studied in a school situated in the islands
for a total period of three years and should also
have passed either SSLC or PDC through school or
college in Lakshadweep or situated at his place
of posting under the Lakshadweep Administration.
(c)
Applicants who are residents of Lakshadweep and
whose at least one parent belongs to Scheduled
Tribe of Lakshadweep provided such candidates has
studied at school situated in the islands for a
period of not less than 5 years and has passed
the qualifying examination through such
school/college.
16. (i) After
the nomination on open merit have been accepted
the remaining seats shall be offered
to local Scheduled Tribe candidates
in the order of merit.
(ii) After the nominations under clause 16 (i)
have been finalized and if there are any seats
left these shall be offered to such candidates
who are residents of Lakshadweep and whose at
least one parent belongs to Scheduled Tribe of
Lakshadweep provided such candidates have studied
at a school situated in the islands for a period
not less than five years and has passed his
SSLC/PDC Examination through such school/college.
Seats will be allotted as per merit.
(iii) After nominations under clause 15, 16
(i) and 16 (ii) have been accepted and if
there are still any seats left, these will be
offered to the wards of employees of Lakshadweep
Administration provided that they satisfy the
conditions laid down in rule 15 (iii) (b). Seats
shall be allotted as per merit.
(iv) After the nominations under clause 15, 16,
16 (ii) and 16 (iii) have been accepted and if
there are still any seats left, these shall be
offered to be the following categories of
candidates in priority as per merit provided they
studied at least one year in a school/college
situated in the islands.
(a)
Wards of employees on deputation to Lakshadweep
Administration and having their headquarters in
the island.
(b)
Central Government employees having their
headquarters in the islands.
(v) If after the above
allotment, there are still some seats left vacant
these shall be allotted on merit to wards of
employees of Lakshadweep Administration.
(vi)
If there are still some seats left vacant, these
shall be offered to wards of employees of other
organization like Central Government Office,
Public Sector undertaking etc. having their
headquarters in the islands.
17. The
recommendation of the committee for the
acceptance of nominations shall be treated as
final unless ordered
differently by the Administrator at any given
time.
18.
Appellate authority on any matters connected with
the selection and nomination of candidates will
be the Administrator and the decision of the
Administrator shall be final.
19.
Candidates who have passed qualifying examination
in a year prior to the year of selection shall be
eligible to apply for selection of the current
year. However such candidates are advised to keep
in mind the scholarship Rule (cl.4) issued by
Ministry of Education orders F.No. 38/8/64 SE 2
dated 25.7.1964 applicable to candidates seeking
admission to the professional course or
otherwise
.to such of the candidates who may
be undergoing any other course at the time of
applying now.

Amendment
to the Rules
The Administrator is pleased to make the
following amendments to the Rules for selecting
candidates for nominations against the seats
reserved by the Administration for higher
studies, namely:-
(1)
In Rule 13, after the existing entry in clause
(iii), the following provisos shall be inserted,
namely:-
Provided that the committee may, if feasible,
after giving call notice for personal appearance
sufficiently in advance indicating place, date
and time, conduct counselling of candidates in
the order of merit.
Provided
further that the candidates so appearing for the
counselling shall not be eligible for any
TA/DA.
(2)
In Rule 16, for the existing clauses (iv), (v)
and (vi), the following clause (iv) shall be
substituted, namely:-
(iv) After the nominations under clause 16 (iii)
have been accepted and if there are still any
seats left, these shall be offered, in the order
of merit, to the wards of employees of
Lakshadweep Administration including
deputationists; and employees of other
organisations like Central Government Officers,
Public Sector undertakings etc. having their
headquarters in Lakshadweep:
Provided
that such wards have studied at least one year in
a school/college situated in Lakshadweep.
Provided
further that if there are still any seat left,
these shall be offered in the order of merit to
the wards of employees of Lakshadweep
Administration.
This
Notification shall come into force with immediate
effect.

MBBS SEATS
RULES
FOR SELECTION OF CANDIDATES FOR MBBS SEATS
ALLOCATED
BY THE GOVT. OF INDIA TO U.T.OF LAKSHADWEEP
1.0.0
The basic criterion for selection of candidates
shall be a competative selection examination and
the merit list made there upon.
2.0.0
DISTRIBUTION OF SEATS
The
total number of seats will be distributed among
the candidates according to the rank list
prepared on the basis of the marks obtained in
the selection examination and also
proportionately according to the population in
the union territory as specified below:
2.1.0
45% of the total seat (or the nearest whole
number: 5 seats if the total alloted seats are
10) are reserved for candidates belonging to the
scheduled tribes of Lakshadweep.
2.2.0
The remaining 55% (or the nearest whole number: 5
seats if the total alloted seats are 10) will be
considered open merit seats and will be alloted
as follows:
2.2.1
45% (or the nearest whole number: 4 seats if the
total alloted seats are 10) exclusively for the
natives of Lakshadweep.
2.2.2
10% (or the nearest whole number, subject to a
minimum of 1 seat) for the wards of non-islanders
as explained in para 3.3.3 and 3.3.4.
2.3.0
The allotment from the rank list will be made in
the following priority.
1.
45% to the open merit rank holders out of the
native island candidates, in the order of
their merit
2.
45% to the rank holders out of schedule
tribe candidates of the islands, in the order of
their merit (only a single merit list will be
prepared in respect of category (1) and (2)
above.
3.
10% to the top non-islander candidate in the
order of merit (for which a separate list will be
prepared)
2.3.1
In the case of tie the marks obtained the
candidate who is senior in age will be considered
first for allotment.
2.4.0
Wait list will also be prepared in the two
categories separately of natives and
non-islanders for any possible vacant seat (s)
for the year.
3.0.0
ELIGIBILITY CONDITIONS
The
eligibility conditions to appear in the entrance
examination will be as follows:
3.1.0
Strictly according to the eligibility conditions
prescribed by the Govt. of India/State Govt./ the
respective medical college to which the
candidates are alloted. (the conditions will be
published at the time of inviting applications as
in para 7.0.0)
3.2.0
Candidates who have passed the qualifying
examination in more than two attempts will not be
eligible.
3.3.0
Candidates should belong to one of the following
categories:
For
seats alloted to islanders:
3.3.2
Applicants who are natives of Lakshadweep and /
or whose at least one parent belongs to the U.T
of Lakshadweep.
For
seats alloted to the non-islanders:
3.3.3
Wards of employees of Lakshadweep Administration,
wards of employees of such organisations which
are working for an /or under Lakshadweep
Administration and wards of central government
employees working in the islands provided the
employee has been working for a minimum period of
2 years. Also provided that the wards shall have
studied in the islands for a minimum period of
2 years and also passed the qualifying
examination through a school/college in
Lakshadweep. This includes wards of such
employees retiring from service in the same
academic year.
Not
withstanding the above in the case an employee
working in an office of Lakshadweep
Administration on the mainland, the above
condition of having studied for 2 years and
having passed the qualifying examination through
a school/college in Lakshadweep shall not apply.
3.3.4
Ward means only son (s) , daughter
(s) legally adopted son (s) and daughter (s)
4.0.0
Selection examination and preparation of merit
list:
The
selection examination will be held either by
department of education or by any established
agency (approved by the Administration) briefed
and engaged by the department on its behalf.
If
any agency is engaged, it will conduct the
selection examination, evaluate the answer sheet,
prepare the merit list (both open and
reserved) as directed by the department and
forward the merit list to the department with in
the stipulated time.
Only
those applications fulfilling all the eligibility
conditions, complete in all respects and
submitted by the prescribed last date will be
considered for the selection examination.
Any
attempt to influence the functioning of the
selection processs in any way, or any misconduct
or malpractices during the selection examination
will disqualify the candidate from being
considered for selection.
5.0.0
In case a selected candidate does not accept the
offer or fails to join the college by the
prescribed date, his nomination will be treated
as cancelled and the vacancy will be offered to
the candidate on the respective waiting
list strictly in the order of merit, keeping in
view the admission requirements of the Medical
College concerned.
6.0.0
No relaxation will be given in the matter of age
limits.(minimum or maximum)
7.0.0
Each year notice inviting applications for the
selection Examination will be issued by the
Director
of
Education
8.0.0
The selection of candidates will be made by a
Board constituted under the orders of the
Administrator, who will be
required to submit their recommendation for
acceptance by the Administrator well in time.The
recommendation of the committee for the
acceptance of the nominations shall be treated as
final unless ordered differently by the
Administrator at any given time.
9.0.0
The privilege of being nominated/ sponsored by
the Union Territory Administration to a
professional course will be extended to a
candidate only once and he/she will not be
considered for another professional course of
study once he/she has availed of the opportunity.
9.1.0
In the event of the of the student leaving/
changing the course of study he/she is liable to
pay the amount of expenditure incurred on him,
other damages, etc. as decided by the
Administrator.
10.0.0
The selected candidates will be required to
execute a bond at the time of admission to serve
in lakshadweep for a minimum period of 5
years if reqired by the Administration (within
six months of his/her successful completion of
the course).
10.0.0
If one fails to work in the Administration,
he/she is liable to pay the amount for damages,
expenditure incurred on him, interest on the
amount etc. as may be decided by the
Administrator.
12.0.0
Appellate Authority on any matters connected with
the selection and nomination of candidates will
be the Administrator and the decision of the
Administrator shall be final.
12.0.1
These rules shall come into effect from the 1st
of june,1997.
