PROCEDURE FOR OBTAINING PROVISIONAL /PERMANENT SSI REGISTERATION FOR SMALL SCALE INDUSTRIES IN THE ISLAND

Permanent registration of SSI units Issue of SSI Permanent registration form.  The application form in triplicate along with the copy of the provisional registration certificate in case the same was provisionally registered at the time of setting up of the unit.

The application form shall contain the following documents.

i) List of machineries/ equipments erected in the unit.

ii) Certificate obtained from the Sub Divisional Officer of the island where the units is located showing the ownership of the unit in the name of the applicant.

On receipt of the application for permanent registration the unit will be inspected by the Department representative to verify the functioning of the unit and the correctness given in application form.

After receipt of the report of the Inspection report from the Dept. Representative, the application form will be further processed.

i) In case the facts are correct the permanent registration certificate will be issued.

ii) In case the facts given in the application form are not correct as per report of inspection officer the application form will be returned.

A NOTE ON THE REGISTRATION OF THE UNITS.

Note:- 1. Small Scale Industries are not subjected to compulsory licensing, registration with the Directorate of Industries. Therefore, registration of SSI units are not mandatory.  However, processing of provisional/ permanent registration certificate for the unit would help the entrepreneur in the following areas:

     

1.

Provisional registration Certificate

Loan application form along with project report and provisional certificate will speed up the processing of the application for finance.

2.

Permanent registration Certificate

The unit will become entitled for:

25% capital investment subsidy subject to continuance of the scheme by the Govt.

90% - 75% transport subsidy.

30% Industrial current consumption charges Interest subsidy over and above  7% term loan putting up of any type of Industries activity.

     
Note; 2The filled application form duly endorsed in the case of both provisional land permanent registration  would form a part of the registration certificate.  SSI units are therefore advised to retain the whole form in full along with the certification to constitute the registration certificate.

Note: 3.  The registration authority of his representative will carry out quarterly/ annual visits to all small scale industrial units to inspect and to assess the functioning of the units.

Note: 4.No affidavits need to be submitted by the unit while applying for provisional registration.  While applying for permanent registration and affidavit as per the format available with the application from and the original ownership certificate of the unit issued by the  Sub Divisional  Officers have to be enclosed.

Note: 5.  To avoid return of the application and the delay in receiving both the provisional / permanent registration certificate the entrepreneur/ SSI units are advised to fill up the application form in full and to enclose all the documents and certificates required for issue of registration certificate.

 
 
PROCESSING FOR OBTAINING 25% CAPITAL INVESTMENT SUBSIDY/ TRANSPORT SUBSIDY

Issue of application form from the Directorate of Industries, Kavaratti.

The following documents should be enclosed along with the filled in Application form:-

i)Copy of the permanent registration certificate.

ii) The ownership certificate of the building and the land on whch the unit is situated in case subsidy is claimed for land and building.

iii) The approved plan and estimate of the building. The plan and estimate has to be approved by a Govt. Engineer not below the rank of the Assistant Engineer.

iv) The original purchase bills of the equipments and machineries erected in the unit.

Consolidation of all eligible applications.

Scrutiny of the subsidy application by the State Level Committee.

Release of subsidy to the applicants after executing the Board.

By 31st December

Issue of the application forms.

The following documents should be enclosed along with the filled in application form:-

i) Copy of the permanent SSI Registration certificate.

ii) The invoice of all the cargo (raw materials and finished goods) countersigned by the Port Assistants of the islands where the Units located.

iii) Bills in original for all the transport of raw material/ finished goods between islands and mainland.

Consolidation of all eligible applications.

Scrutiny of the eligible applications by the State Level committee.

Release of subsidy to recommended by the Committee.

CONDITIONS TO BE SATISFIED BY THE UNITS AFTER AVAILING THE FACILITY OF SUBSIDY FROM THE U.T. ADMINISTRATION.
 
Note: 1.Before availing the sanctioned 25% capital investment subsidy the entrepreneur has to execute a bond in a non judicial stamp paper costing of Rs.15/- accepting the following conditions:
  1. The unit will not be shifted from its original location to;any other place within the five years of receipt of subsidy. In case such shifting become essential, the prior permission of the U.T. of Lakshadweep, Administration to be obtained.
  2. A display board to be placed in prominent place of the unit indicating its SSI registration and subsidy availed by the unit.
  3. Shall make facility for the quarterly/ annual inspection of the unit by the representative of Department of Industries.
  4. The unit shall forward quarterly and annual progress report on the performance of the unit to be Director of Industries.
 
 

PROCEDURE FOR AVAILING LOAN UNDER PRIME MINISTERS ROZGAR YOJANA SCHEME

Implementing Agency – District Panchayatt, U.T of Lakshadweep, kavaratti Eligibility – Any unemployed educated persons fulfilling the following conditions

2 Qualification VIII  Standard passed/ITI passed or having undergone Govt. Sponsored technical course for a minimum duration of six months.
3 Residency Permanent resident of Lakshadweep for at least 3 years
4 Family income Up to 24,000/- per annum of the beneficiary  and spouse and up to Rs:24,000/- for parents separately.
5 Defaulter Should not be a defaulter to any Nationalized Banks/ financial Institutions.
5 Activity Industry/Service/Business
6 Project cost Project up to Rs:2.00 lakh in the case of manufacturing units and Rs:1.00 lakh in the case of business activities.  If two or more  eligible persons joint together in a partner ship form, then the project with higher cost to be covered provided share of each persons is limited to the  eligible level
8 Merging money bank loan and rate of interest Entrepreneur to contribute 16.25% of the project cost as margin money.  Rest would be given as loan with the rate of interest fixed by the RBI from time to time.
9 Subsidy Govt. of India to provided subsidy of 15% of the project subject to ceiling  of Rs:7500/- per entrepreneur.In case of partner ship, subsidy would be calculated for each partner separately @ 15% of ones share in project cost  limited to Rs:7500/- per  partner.
10 Payment schedule Three – seven years after the initial moratorium of 6 to 18 months.
